Kim Wollos

Kim is senior director of community development with over 17 years of experience in housing and community development programs and more than 12 years of management experience in IT consulting and knowledge management.

Kim is the founding project director of the award-winning HUD Exchange for the U.S. Department of Housing and Urban Development (HUD). She builds knowledge and capacity for over 20,000 community partners who use HUD Exchange annually. Kim grew this online platform from a website for a single program to over 90 programs across HUD. Kim drives and executes strategic planning and priority setting for knowledge management initiatives, leads a multi-disciplinary team, conceptualizes systems and processes, and leads user and stakeholder engagement across HUD.

The HUD Exchange was recognized for pushing the boundaries of how citizens’ services are delivered as the recipient of the 2017 Center for Digital Government Project Experience Award.

Kim has led the development of several online tools that simplify complex processes on the HUD Exchange, including the CPD Income Eligibility Calculator and the Housing Counseling Agency Eligibility Tool.

Kim is a senior member of ICF’s HUD Technical Assistance Team and has served on the leadership teams responsible for delivering training and technical assistance to HUD grantees on initiatives including the HOME Program and the Neighborhood Stabilization Program. She also created training curricula and worked directly with HUD grantees on program design and delivery.

Kim has held volunteer leadership positions with Habitat for Humanity, and developed an award winning education program. Prior to her career here, she worked for local housing and community development organizations including a NeighborWorks affiliate and a consumer credit counseling agency and she interned for HUD’s Office of Affordable Housing Programs.  Kim also created an affordable housing class at Syracuse University that is still taught today.
